Lol this is a catch 2 phrase because if oda decides to hype up powerful characters only that leaves little to no room for narrative storytelling something he’s always done since the beginning of one piece. At the end of the day narrative takes precedent over preconceived notion of power levels of certain characters. That’s just how it’s always going to be.
