That is my point. He replicates a mythical Zoan and deems it a failure, wtf did he create that's so mighty it can replace the Shichibukai.

The SSG seems to be his actual group of scientists (hence special science group) some guess is his science team is effectively serving as Shichibukai replacements themselves? Essentially they might ve the next line of Pacifista, combined with potentially other artificial devil fruits and whatever else.
