Raws make it even worse. Jack, the longest-known disaster and quite an iconic villain, was absolutely wasted; and Perospero came to Onigashima plotting against the alliance and even allying himself with Marco only to aim at people with his bow and be defeated with no actual fight ever seen. How can an author find this to be a good way of handling his characters? Oda is absolutely unable to manage more elaborated plots, everytime he tries to put too many things into one arc most of his characters end up doing nothing and serving no purpose for the story but to stand there waiting for their turn to win or lose.
Apoo, Jack, Perospero, Drake, Hawkins... have all been next to irrelevant this arc. What's the point, then? A good writer builds their plots around their characters as the events flow organically through their actions. What does it say about Oda as an author if he can't think of anything of value for so many people? Most of the times it feels like he already had an idea of how the plot would start, develop and finish, and he simply adds characters into it so they can witness events that don't need them.
