Its just like Marcos Hybrid form. He partially transforms his body into his zoan. Like this he has both the power of his zoan and his base form.

Luffy needed 2 ycs, FS, advanced CoA and CoC to try and clash with Kaido.

Zoro was required to be nerfed by plot and Hakai so that he wouldn't accidentally kill both Yonkos.

There are levels to this.

You mean Luffy slowly and consistently powered up through struggle and haki bloom and eventually fought Kaido.
Meanwhile Zoro got Enma and was trying to be hero by blocking Hakai but got his ass handed to him and had to be carried as a mummy by Sanji throughout several chapters and then got revived by another asspull.
