Definitely not, Phoenix claw is an attack where Marco combines his zoan claws and flames with his human form and propels himself towards his opponent with his power

Like consider this, Mihawk can grab Hachi's sword and make it black blade, a random blade.
But Oden can grab fucking Yoru pre Black and won't make it black because he simply isn't special enough to make a black blade @comrade

I doubt black blade users can just mass farm black blades. Of course a black blade requires powerful Haki, but it seems to require more, like reaching a certain goal/having his will fulfilled, having certain decisive fights. Hence Zoro wondered what is meant with "forging" a black blade.
