As a CoO specialist he needs to at least have that to adv levels if the monster trio is to be a thing. Otherwise it looks like this:

Observation haki is not a passive ability running all the time, it needs to be activated. Doflamingo had no reason to use it.

Ehhhhh, CoO isn’t something that’s active all the the time, like it is for Fujitora for example. Katakuri’s already stated you have to be calm and focused to use Observation effectively. Doffy barely even cared about the War’s events to begin with.

Not to mention CoO is possibly the most inconsistent power of the three Haki. There are plenty of times where CoO could have been used to avoid or spot certain shit lmao. I’ll wait until Shiryu’s abilities are fleshed out more, but for now it’s a jump to assume the Suke Suke no Mi erases your very spiritual presence altogether imo
