At first I used to be saying it as a joke

But when the shadow was revealed to be Zunisha's I remembered a theory about Tama's df being what caused Zunisha's punition

So yeah, at this point I'm 90% sure it's Tama's fruit

Oda usually gives ridiculously broken abilities to fodder

Shirahoshi, sugar, momo, perona etc....

So I wouldn't be surprised if Tama's devil fruit awakening is what the Gorosei is talking about
