The only way it can be plausble is that if Shanks knowingly gave Luffy the wrong DF name to pretend Luffy had the gomu gomu fruit instead of the nika fruit.
Otherwise this is just a massive fuckup by Oda's part as why the flying fuck would the higher ups of the WG pretty much ignore Luffy when he had the fruit they wanted the most?

g2 and g3 is how luffy has chosen to use the fruit possibly due to his limited knowledge of what his fruit is
he assumed it was rubber this entire time
the fruit does much more than what typical rubber does ( we already saw a bit of it in snakeman)
