Dressrosa had Mingo.
WCI had "rescue Sanji" and Katakuri.

What did Zou have that the SH's needed to solve?
The biggest problem were the Minks dying that were saved on a flashback by the part of the crew that got there first.
Raizo? SH's didnt do anything.
Jack? SH's didn't do anything.
It's literally an exposition arc in order to define where to go next.
Not at all like PH or Dressrosa.

No bro, Act 3 of Wano is some of the messiest high profile story telling I’ve ever encountered. So much so that my hype for Greenbull is massively deflated.
