The talk with the WG is likely just going to be about Blackbeard and he and the world government are going to try and fight together to defeat his crew (like roger and Garp vs Rox). And why let him in, likely because Shanks knows the real history as such the gorosei give him special treatment.

And he’s still not fodder? Shanks losing to Blackbeard is the best way to show how powerful Blackbeard truly has become.

How though? We dont even know how strong Shanks is rn. Shanks losing to Blackbeard doesnt do anything to the audience cause we haven't seen him as a character fight at all.

1. We know shanks is an emperor without a devil fruit
2. Many people downplay Blackbeards strength saying he’s only strong against devil fruit users

As such having Blackbeard beat arguably the strongest non devil fruit user alive is massive hype for BBs strength and fighting ability.

Remember we never saw Ace fight before he and Blackbeard but we knew it was big because Aces title and infamy

blackbeard is just as much of an ally of the WG. he betrayed them in impel downbut then got back on their good side by turning in the revolutionaries base island to them.

Shanks being defeated by Blackbeard offscreen would be like Akainu defeating Dragon.

What can we be hyped about when a character from each fight hasn't shown any skills at all
