Shanks is 100% all about fighting/meeting Luffy. He has essentially waited until Luffy became a great pirate to move to One Piece.

Plus, read what we have so far, it suggests Shanks might not even be at Wano at all, just near it on the sea. If that's the case, then its very possible Shanks has known where Laugh Tale is all along or had all 4 RP copies without anyone knowing.

So one interpretation of this is that he was waiting for Luffy, not for an opportunity. Plus, he's not even going to One Piece yet, he's going after Bartolomeo lol.

Which is what i said in my comment as well. However, for Shanks to wait until Luffy catches up is not something that was included in their promise. Shanks only told Luffy to give him his hat once he becomes a great pirate.

The motives for him to move now are unclear but it's striking that he explicitly aims after OP now after Kaido and BM fell a week ago.

Shanks is coming to see Luffy now, and narratively Luffy's promise to Shanks involves 2 things - First to become a Great Pirate and Second to gather a crew which surpasses Shanks's own crew. It's literally there in first chapter of the series.

If Shanks deems Luffy worthy now, it directly implies that the Mugiwaras are superior.

I also told @Red Admiral that i think the RHP's won't be as OP as teased. I really only expect something of Ben Beckman.

I specified after a Yonko was defeated and also when wars ended. He showed up after Whitebeard was killed and Marineford war ended and now is showing up after Big Mom and Kaido are killed off apparently and the Wano war has ended too.

Those other times he was just shown somewhere reacting to news at some random areas too. At Marineford and Wano, hes shown up in person to where the Yonkos were and the wars were happening.
