True. Jinbe did say Marine became stronger than ever during the timeskip. Or as strong as they are I don't think Fujitora/Ryokugyu alone make up for Aokiji quitting and Garp/Sengoku retiring.
Honestly Navy just need some decent high tier. like yc3.
