That's because Shanks has a much stronger Haki than Zoro, which once again doesn't change anything in regards to his fighting style. Zoro literally awakened his CoC like 7 days ago and only experienced it for like less than 5 minutes. I do think Shanks could be more than a swordsman, but no far nothing supports that argument. Mihawk remains superior to Shanks until we get solid evidence suggesting Shanks is not a swordsman.

It's impossible to tell where Mihawk and Shanks stand unless they fight again, his title comes from his reputation of being undefeated against the swordsmen he challenged but he specifically refuses to fight Shanks (inconclusive duels) after the loss of his arm, WSS isn't a video game achievement that gets updated whenever a stronger swordsman exists but the reputation of man known for his giant sword and his victorious streak.

Fuji is stated to be a swordsman yet in his swordsmanship he uses devil fruit ability and haki. Two things that have nothing to do with just swordsmanship.

Rodger was stated to be one.

Individuals with devil fruits on buggy crew were stated to be one.
