Yet WB title if isn’t fake wasn’t totally true
It was totally true and real. WB wasn't the strongest at the end because he got weaker not because he was surpassed. The same can't be said about Mihawk because he didn't grow weaker nor was he surpassed as far as we know.

Wait what happened to Steven?
He took a break.

Lazy is the way
The entire reason why he looks forward to fighting Zoro is that he would finally get someone who can legitimately challenge his title. The VC literally states that he's looking for a Swordmaster superior to Red-Hair.

He is looking for someone who can legitimately challenge his title, not someone who he knows is inferior however tough fight they can put against him.
How does he know that ? He didn’t fight shanks for 12 years. And as far as we know he never won against him before.

Hé didn’t have any problem fighting before and doesn’t know at all how strong he is now.

Most unstable power system awards goes to one piece manga :)

If oda thinks mihawk is stronger than shanks , he did not put additional thing like skill . Just he would put suprass word. Oda making trolling all time
Thats just not it, imo Oda just makes sure that both DF and haki get their own recognition as their own fighting power independent from swordsmanship / sword skills. Thats why Oda made Roger and Shanks have CoC-emphasized powers much more than them being swordmen. And thats also why Shanks aimed for One Piece, for Luffy to surpass directly in a battle, instead of Zoro. Since Shanks' full power is as a stronger haki user, not as a swordsman. Just like how Kaidou is the strongest with his Susanoo and CoC, not his powers as a club/kanabo user.

Thats just my view since 597:

- haki as its own fighting power / style whatever, that is able to strengthen a brawler or a swordman, but not under swordsmanship or brawling strength.

- WSS is sure to have strong haki but the strongest haki user with a sword is not always WSS. They are just two different variable. Just like how WSM is not suddenly a WSS if he pick up a sword.

Read the panel and look at what Mihawk referenced.
Ever since Shanks lost his arm, he has never been a match for Mihawk.
Shanks' entire narrative is to "bet on the New Era" - he sacrificed his potential for Luffy's sake.

And stop acting like Shanks alone grew stronger while Mihawk didn't. Both of them are tied together narratively, they have similar growth rates.
