To be honest, he acted as a real captain more times in post TS than in pre TS. But his bad moments are extremely bad that it ruins all the good moments. Post TS Oda is sacrificing characters and consistency for the sake of scenarios he imagines like plot, or even for gags.
Yeah thats is 100% the issue in a nutshell, as concise as it could be. He definitely acts more like a captain post TS too.
Its sad to watch Oda butchering so much built up and beloved characterisation too. Hes trying too hard to fit his characters as pawns or jigsaw pieces for for his plot, gags and such as you said.
I think you're taking One Piece too seriously. Stuff like this happens from time to time, and this chapter isn't all that different. Just give it a few more chapters and if you don't like it then... uh... you could drop One Piece, I guess?

Almost every instance that I recall, she's always smiled whenever Luffy did something silly. If you could share an example that shows otherwise, I'd be more inclined to go along with you.
