Koby has always had a connection to Garp; since Marineford he was always supposed to embody the idealistic future of the Navy to his fellow men in the way Garp "The Hero" has.
But in a humanistic/reformist manner, less punchy punchy.
That has no bearing on Smoker and Luffy's paralleling of the Garp/Roger dynamic or Smoker's specific internal struggle and motives mirroring Garp's.
Remember that Long Ring Long Land literally has Kuzan mention two marines; Garp and Smoker, that Kuzan and Smoker shared their last pre-timeskip scene together, and that Kuzan's first appearance post-Timeskip was him saving Smoker and starting to hint at his own dubious standing in the world/encourage Smoker's broadening of mind.
Plus the lineage goes Garp to Kuzan to Smoker.
Smoker always has had ties to the Blackbeard conflict for those reasons alone (plus more); so whatever happens with Garp, Koby, and Kuzan will have some impact on him.
