It makes sense that the MADS woman in the flashback was Bakkin, she has long legs just like Stussy. Problem is that, how did Big Mom not recognize Stussy? Oda needs to properly explain this.

The implication was that she was adopted because if she's Kuma's biological daughter, she'd have said "we're from a special race" instead of "my father is from a special race" when she speaks of Kuma.

Yes he is a Special Race according to Bonney, and about materlalize pain and memories, i think its Paw paw Fruit just because when he extracted Luffy's pain it was like a cat paw Bubble

If Big Mom knows Stussy is undercover as a CP0 Agent, she wouldn't want to blow her cover and piss off Cipher Pol for no reason. Big Mom loves espionage, I wouldn't be surprised if she traded secrets with the government occasionally.
