At this point I have to imagine that the CP0/WG have some way to forcefully awaken zoan users.
5 random clowns in ID were awakened.
Lucci and Kaku are awakened.
Unless it is usual LOda clown shenanigans, there has to be some explanation.
Just that the clowns in ID weren't able to retain their humanity and became almost fully animal. While Lucci and Kaku were capable of being awakened with all the benefits and none of the side-effects
