why do you think Oda brought a Gorosei into egghead, right after Luffy beat Kaido in Wano?

It’s to increase the tension. To show that despite beating Kaido, there are still people MUCH stronger than him.

That’s the only way the final war can have tension

1. set an order for the seraphim control with the gorosei on top
2. latest chapter , vegapunk and allies gain control of the seraphim thereby eliminating any threat to the the straw-hats and vegapunk
3. end of the chapter , reintroduce tension with the arrival of an admiral and a gorosei who has better access to command the seraphim than vegapunk himself.
