Right now only Luffy and Buggy are "proper Yonkos", so only they can have rivals.
Shanks are BB are outliers. The story treats them differently, so you can't expect anybody other than the main protagonist (Luffy) and the main antagonist (BB) to pose a threat to them.
Law and Kidd are parallel paths.
Shanks and BB are straight up road blocks.

- the sword Shanks has is actually Beckmans, he just keeps it to keep up appearances
