Because Oden is no longer a pirate? Did he stop his journey after the dissolution of Gold Roger's crew ? He was a member of Whitebeard's crew, but he isn't anymore, that's all. Vivi was a part of the Straw Hat crew, but she wasn't anymore once she stayed in Alabasta. Oden was part of Whitebeard's crew, just like Blackbeard was, so why isn't he on the color page?
Wow the spoilers do throw a big spanner in how people generally power scale (Law losing to BB was a given). On one hand we have old Garp who is canonically weaker than before (end of W7/EL) and is beating Aokiji (FA candidate who went extreme diff with current FA), unless this is a flashback. But we also have Aokiji being confirmed as the 10th captain so below BB in hierarchy. Then we have the cover page with Shiryu being the number 2 in BBPs.
So going by this it would mean that Garp >~ BB ~ Shiryu ~ Akainu > Aokiji
The conservative answer would be that Aokiji might actually not be trying or will win later after good showing for Garp. The cover page does not include Aokiji as he was not decalred as the captain by that time and that crew members can be stronger than the captain (Shiryu joining in ID).
So going by this it would mean that Garp >~ BB ~ Shiryu ~ Akainu > Aokiji

That colorspread has a big importance because it was just made last year when Kuzan was already linked with the BB crew and only all second strongest have been drawn.
It was Oda who drew it, so he knew what he was doing.
it means just 2 things : either Kuzan was never a BBP to begin with (undercover) or just Shiryu > Kuzan. Those n°2s are based on strenght only.

The portrayal of Rayleigh has improved. Initially, I thought Garp was coming for a one-on-one with Blackbeard, whom the current Rayleigh admitted he couldn't defeat. But things didn't end up that way. Garp may have heard the report that Law and Blackbeard were fighting in a different place from Blackbeard's main base, giving Garp the opportunity to attack Hachinosu Island. Garp ended up taking out some subordinates and massacring Aokiji, the equal of Akainu, while Rayleigh was fighting on equal footing with Kizaru, with Kizaru and Sentomaru validating it. Although Garp initially won his confrontation against Luzan and Rayleigh "tied" with Kizaru, we should look at the conditioning of both old men. Rayleigh had not drawn a sword for decades, while Garp had spent a maximum of two years "hibernating from combat" at best.
