By this line of reasoning could we argue that he also thought that Ice Ball would not contain WB and hesitated?

There was not a single finger beam against Old Rayleigh, do you know why, because at that level such attack would be laughable to consider using.

So if that attack pierced someone's brain, would it be laughable considering it's a one shot kill?
