Why would Imu just nuke islands because he doesn't like a guy that happens to be on there?
If this was the case he could do it to places like WCI and Wano.

This weapon Imu used could be something like a last resort.
Could have many drawbacks as well ,chargetime or limited use .
Vegapunk implied the Ancient Kingdom used another varient of energie ,current sience hasn‘t figured out yet.

They failed in hunting down a DF for 800 years as well .
Failed in escorting said DF without getting it robbed.
Failed in cleaning up after Oharas destruction.
