We also know in the latest chapter that they've started to make moves against the rebellion nations and Dragon says this is when the real battle starts. Does this suggest part timers to you? Even their title, 'Holy Knight' tells us they are a supreme rank of warriors.

And nothing in your statement subjects Shanks to the same role as the others.

Notice that only "8" nations are rebelling, which they were sent out to quell, and yet theres 9 Knights. Its not illogical to think Shanks does not follow the rest in their roles or needs to be involved
