Sugar is way over-powered with her df but she isn't a physical fighter nor does she need to be.
They could also have df that are distance weapons or have equivalents to the yami yami no mi (to some degree) or a Cactuar's 10,000 needles with AdvCoC, or a Tonberry's Chef Knive with Adv CoC, i.e. attacks that are one-shots that bypass all defenses. not all dfs have to involve/be dependent upon direct hand-to-hand combat.
