Again, do you really think If Fujitora wasn't made a Marine Admiral, there would be any difference for the WG? They would've found somebody else and that would be it. Instead Fujitora chose to be that someone instead of having another puppet like Aramaki which is the perfect for the WG. Fujitora uses his influence to change things and also will not fight fully for the WG when it's not in his interest to do so (instead of another admiral who will be fully faithful and much more deadly) like here for example where he's letting them free the slaves or in Dressrosa where he could've easily captured Luffy & Law but did not.
People have been dying and will continue dying and slaving, whether Fujitora is there or not, it makes no difference. The Revolutionaries are simply not strong enough to make any difference apart freeing some slaves here and there, they don't do much and they can't do much. Maybe if Fujitora sees they can actually accomplish something, he will join them and betray the WG which will be much more effective leaving them only with 3 admirals, who knows.

His position means he is a deterrent to those who want to help people hurt by the celestial dragons. Him being an admiral makes him complacent with the world governments crimes. So I’m glad he helps those around him, but in the end merely being an admiral puts a lot of blood on his hand as it’s the admirals that people fear and allow the CDs to ruin lives.
That’s why I call it hypocrisy because only helping those in arm length and ignoring those who’s lives you contribute to ruining is not something to be admired for.
