That's some nice headcanon, couldn't scratch him but did far more than that to "Iron" Garp.
The fact that Oda portrayed Shiryu as someone that can potentially finish a top tier legend like Garp at start of a fight is insane, didn't even need named moves or awakening.

If he could have stabbed Garp at any time, why didn't he do that before while Garp is fighting everyone. By Garp's own line he says Shiryu has Eyeing him the whole time. If Shiryu was already looking to attack why didn't he take the shot. You can call it head cannon all you want. Give me counter point. Couldn't scratch comment was not because shiryu's Attack power is weak, but Garp would not have let it connect the way it did in the chapter. If Shiryu was able to do it without going for Koby, explain me why didn't he go for Garp while was on full alert.

not sure if anybody noticed this, but during the training flashback, you can see kuzan's punches (yellow) having a weak SFX and eventually they get loud enough the same as garp's punches (red)

That's all very nice but this isn't a Shiryu vs Garp fight, it's Garp vs everyone and Shiryu only had panel time to show one attack, Aokiji only landed one hit too.
Garp's hype remains intact, he's significantly stronger than the Admirals and he needed to be weakened for Kuzan's little moment and Shiryu got to do something important without using named moves or new DF abilities.

(1) Squardo pierced Whitebeard as an ally. Shiryu had to lure in Garp using Coby as bait.
(2) Whitebard was sick and couldnt use his CoO properly. Whitebeard had no guard against Squardo. Shiryu's stab was hyped as strong enough to pierce "iron" Garp, i.e., Garp tried to guard himself against Shiryu.
(3) Whitebeard's HP dropped less than 1% from that shitty stab from Squardo. Whitebeard suffered a total of 67 blade wounds in addition to bullets, canons, meigou, etc. Shiryu's strike had a devastating effect on Garp.
