He never was a threat up until he got a boost out of nowhere.
Then again anyone could get a boost off-screen, so eh. Will Coby's growth contribute to better plot? I doubt this most of all and therefore that's the biggest worry.
Even Shank's random powerup reveal didn't contribute to the plot so negatively.
Oda likely just changed his mind about Drake and Hawkins being the top supernovas outside of the rooftop. Hawkins went from warlord to F6 level minion after all
Bege and Cavendish being mentioned in the Yamato flashback instead killed any relevance they had
