We have two statements.

Nr. 1: "The palm is the size of a town".
Nr. 2: "The hand (not arm) is the size of a mountain".

Plus, this chapter often pointed out that the literal island created large arms in comparison to that. That was Oda's way to demonstrate that a literal island can attack you. Meanwhile, Pica can manipulate enough stone to create a mountain but I doubt it goes beyond that which is Pizzaro's fruit. Sure, it is somewhat trash since Pizzaro takes damage but in terms of environmental manipulation, Pizzaro is objectively better.

Fair by me. In both cases it would either prove Pica~arm > hand. Or arm > Pica's golem >= TB >= hand.
I'm still giving the arm the benefit of the doubt since it those are limps from Beehive which dwarfs TB.
