Dude. Garp manage time to beat other Commanders when Aokiji was out. He was beating Aokiji so hard that he was out of battle for sometime where Garp went to fight other commanders. He fought everyone. How you expect Aokiji to be superior if he isn't even enough to maintain Garp busy 100% of the time.
