Eh, they are still used to hype up strength of characters.

They aren't fully representative (some characters have inflated or deflated bounties) but most non Strawhats have bounties that represent their general strength level.

And this has especially been true of Cross Guild bounties (Garp at 3B when the median VA is at 500M, Coby at 500M despite being just a Captain, some VAs at 1.5B, etc.).
