The admirals lost like one guy (whose actually a double agent targeting blackbeard), and replaced him with two other monsters of the same caliber. We act like Greenbull can't regenerate from a single seed and has ground control second only to Akainu/Aokiji whose elements are just more naturally damaging than his more versatile and resilient plant powers. And that Fujitora couldn't have just dropped an island on the fleeing pirates for an island wide AoE.
They just got stupid unlucky with the temperaments of Greenbull and Fujitora. Fujitora has morals, and Greenbull will inevitably disobey direct orders and fight the wrong person. They'll be lucky if they only lose an admiral if he were to pick a fight with say, Mihawk, Luffy or Blackbeard.

Sengoku didn't trust in Admirals to win the battle vs WB only, the new PX Army made him say ''victory'', Admirals weren't enough.
Obviously, Admirals aren't the only factor.
Vegapunk's new help to the Marines during the time skip, as well as lower ranks getting stronger could be the reason. Jinbe never mentioned new Admirals strength, he just said the Marines are stronger for some reason thats it. That can be speculated easily.
They even gave up on Shichibukai, because SSG and Vegapunk's weapon got stronger.
Not because Admirals got so much stronger they didn't need Shichibukai anymore, Fujitora literally said its because of SSG not because Admirals are stronger now.

This delusion y'all have of Luffy's peers taking Ls and not being able to bounce back, while Luffy and his crew recieve Ls and bounce back is just straight up weird imo.
Do y'all have expect Smoker to get stronger without taking Ls, even though his pirate opposite, Luffy's taken a million Ls already???
If Smoker can keep up with Luffy without taking a single L in the series, that'd also imply Smoker has far more potential than Luffy.
