Umibozo would also be essentially a water/sea logia, which would make Imu extremely broken as expected.

Don’t know if anyone should be able to control the sea/water. That would be a major power in this story and would need a real great explanation worth 30 years of waiting about why they haven’t used it yet

It’s probably just that Lucci and Kaku don’t use full beast form. They almost never used it pre skip.

As for Luffy’s, it’s possible he is simply unaware of it as he doesn’t know he’s a zoan.
