Why would he have his own daughter executed?
Bonney absorbed Kuma's memories and we are seeing these memories through the flashback.
There's something completely different going on here.
We also see some memories from Ginny's perspective before she disappears.
Why do we see memories of Ginny if the flashback was about Kuma's memories? How did they end up getting overlapped like that?
Unless Oda fucked up with his writing, the overlap is there because Ginny was a mess mentally after CDs beat the crap out of her.
Kuma removed Ginny's horrors. As it's explained in the chapter, the pain has to go somewhere or it returns to the original.
With the help of VegaPunk, Kuma found a place to store the pain without having it return. The sealed off room that Bonney wasn't supposed to open.
Bonney opened it up and then remembered her past life as Ginny. Since the memories were overlapped she also saw Kuma's past alongside her old persona's memories.
1098 is the crucial revelation to everything. Why did Oda have 2 split it like that? Couldn't he start 2 pages? Maybe we get 17 pages next chapter because he moved some parts of the story over to leave us with a cliffhanger.
