Kuma as we know still had his own will back then , wouldn't surprise if the WG got fooled by Vegapunk.
WG gets fooled,thinks Kuma is 100% obedient and orders him to retrieve the gomu gomu.
Kuma gives a false report,WG believes him cuz he's "loyal" due the supposed memory wipe.
