There is certainly something different in this chapter, Kizaru and Franky's reactions show that there is some difference between the situations.
Perhaps Borsalino didn't notice blocking in the last chapter, or these Dissipated beams of Light obey a different dynamic.
If the beams dissipate, they probably have a lower total lethality, but in this chapter we saw an authentic classic Laser Beam.
Of this type, I've never seen anyone be able to block, the Seraphims were unharmed by blows from the Gura Gura no mi, but they are in danger when receiving a Laser Beam.
