Pretty sure 5 Gorosei makes each one less important individually lol
The WG does the minimum required to complete their mission, hence they send 5 Gorosei before they send another Admiral which would be overkill

My thoughts:
Uranus (lulusia weapon) was stolen by WG when the war began. This weapon not only creates the holes we see in Lulusia but on the other side of the earth, it pushes up parts of the bedrock that the sea sits upon which causes the sea quake and the increase in sea level.
They used this 199 times to create the Redline, as were told the red line is a series of islands that have been connected and not just a single landmass.
How pluton fits in is that it has the power to completely destroy the redline so nothing remains allowing the sea level to return to normal and Joyboy commissioned its creation which is why Oden wanted Pluton ready by the time of Joyboys return because it’ll be needed to win the war.

Besides, pretending that that's anywhere near as bad as claiming for a year straight that the Gorosei are weak old spandams who need Kizaru for protection is just sad.
It makes five villains with greater importance than Kizaru in what your entire fandom claimed was his arc.
The Gorosei are in complete panic mode, if they thought sending all the Admirals would get the job done why wouldn't they do it? Essentially their entire regime is on the line here, the only explanation is that the Admirals wouldn't be able to do it.

Ps: sengoku isn't part of the marines and momousagi and tokikake need to prove they are stronger than jinbei one on one first and garp is gone so really it's deskainu three guys luffy can beat in one hour each the same day and 30 red king level guys + plus the two overhyped top yc level guys.
