But not when he knows theres a chance for the bigger evil to go down.

If he had, i doubt he'd have no reaction at all.
And as i said, even if Garp doesn't rebel, he'd at the very least step aside.
That's a huge piece down for WG side.
Roger pirate remnants, WB pirates, Revo army(in their freedom fighters beginning form) and countless other people from kingdoms that are suffering under the rule of WG would have joined the cause.
Not like they had to do it immediately or in a single attack.
They could have gathered forces for like a year minimum. Spread the truth and liberated countries and added even more people.
Not sit on their hands for 20 fucking years drinking gambling and fucking around.
