Kubo was a lazy ass when it came to backgrounds but his character art was beautiful most of the time. The only bad thing I can say about it is that he made everyone a little bit too skinny.

Heavily relying on healing properties is pretty sloppy.

I mean why not BM and Kaido were relying on there hax defence , logia users is be relying on they can get hit and list goes on in terms of skills.
Plus Topman was not even relying on that he power creep both of them in that aspect of toughness .
You got get past hax before thing change so there no reason for the elders to care .
Like Kaido did not care about getting hit until he was like yeah i done with this lol .

You're pointing out examples of current Ds being extremely troublesome for the World Government, so that's an argument against the point you're making of the WG suddenly not caring that much about Ds.

These are all speculations ofc, we sure never had any clear sign that the WG was actively hunting for Ds BUT there wern't so many known Ds to hunt for it to be something noticeable....well actually all the Ds we know bar Garp are outlaws lol
