World Goverment was the final villain from the beginning. Biggest oppression in the world and Luffy will carry Joyboys will to take it down. Do you really think the guy we havent seen for 220 chapters and was the boss of the monsters in Egghead wont be the final villain.

But it is the portrayal that sets everything apart without needing much to dive in.
Roger is a legend and his portayal is the highest one tied with WB( and also Rocks)
There's a mysterious figure called Joyboy.
And the portayal of this person is a whole new lvl. Roger and others look like side character infront of this person

Here I uploaded it a while back, it's about Luffys devil fruit being changed into a Zoan type, and how that was also long planned. It's creative i'll give them credit for that.
