I think it is, that's why this arc parallels Ohara and we see how Kizaru goes far beyond what Kuzan did, that's the whole setup IMO,
Obviously its another situation for him but that's beside the point

zoro dont need to fight kizaru, he already beat an equivalent opponent " king"probably more dangerous , the next fight will be gorosei or shiryu to become an above admiral person and after that he ll get a fight vs a yonko level person to get his full potential eos

In other stories , bowser care about minions like bowser inside stroy, Doflimingo care about cre-mates, heck eggland help sonic to defeat bad guy (I doubt Akainu would help luffy defeat bigger bad )
