I don’t think the yokai form came from Imu.

The gorosei were all former commanders of the holy knights. They were already strong before they got Imu’s power.

Given how the gorosei all have 3 forms, just like a zoan, it makes more sense to me that they are all DF users, but that on top of that, Imu granted them additional powers.

Those additional powers being:
- telepathy
- teleportation
- immortality

His mission wasn't to kill Luffy, but to kill Vegapunk, which as far as Imu knows is a success. Honestly it's extremely unfair to throw all the blame on Saturn when it wasn't what the initial mission was about, and he was far from the only guy that's to blame for it. Will Kizalu get blamed for this as well since this was his mission as well?

Kizaru is getting demoted once they learn punk records is missing and the Punks are alive
