How much does the World Government do to create piracy by their ridiculous "Heavenly Tribute" and leaving countries that can't pay to die, though?
Don't get me wrong, the WG is the big baddie. The Gorosei are immortal top tiers, they could've wiped the emperors and most pirate crews long ago if they really wanted to protect their subjects. Celestial Dragons need this equilibrium to justify their actions and live as gods. The Navy is being deceived

Also dont let the Gion and Tokikake "Candidate" info fool you into thinking they are the strongest Vice Admirals. Akainu gave Momonga the highest Position among all Vice Admirals according to the Databook. Momonga strongest current VA after Garp. Had also the best Feats pre ts vs Boa

And what's so important about Stella when the story made it clear that Vegapunk still lives as long as one of the Satellites are alive. That's not to mention that there are panels within One Piece that hints at Punk Records being the true Vegapunk, so couldn't Stella come back just as the Satellites did?
Stella was a human, the Satellites are robots. Even if you put Stella'ss mind in a robot, the human Vegapunk is dead
 
Weren't people saying before that Shaka and Pythagoras could be rebuilt when they died way earlier in the arc? I don't see what there is to complain about given the artificial nature of the satellites, the original Vegapunk is still permanently gone.

The body of the true Vegapunk is dead, not Vegapunk altogether. If Vegapunk somehow created an organic vessel of a body, and put/connected Punk Records to it, would there really be any difference between Stella and this hypothetical organic body? As far as the story is concerned, the only one crying about Stella is Kizalu, even though Lilith confirmed that as long as a Satellites is alive, Vegapunk is as well, and Punk Records can spit out another Vegapunk if need be, so saving Lilith wasn't even necessary.

They all share a brain but different personalities. And yeah Lilith can just put Stella in another body and he’ll be back.
