In all likelihood he’s probably one of the strongest. He’s a VA, meaning he has haki. Whereas Hajrudin doesn’t have haki.

Yet Hajrudin is one of Luffy’s commanders and was able to defeat Machvise.

Loki might have a counter to Goofy's toon force but in no way is he going to end up stronger than Kaido unless he gets a massive power-up mid-Elbaph arc. Kaido would raze through the entirety of Elbaph before they could even wrap on set of chains around him

A certain fan base: It doesn't matter it Kaido or WB fought Loki or not he is weakening than them because of their title.
