If you notice the graying and the lack of reaction from the people in the village, it seems to me this could be the beginning of a flashback sequence. I recognize the blending is unconventional so not likely but.
This could be the result of Shanks/Doppelganger meeting with the Gorosei and they have the power to send him here. The power does not have to originate with him. Shiki may be the pirate he spoke of to them.
However, early version of Seraphim/Shanks clone, and Shanks twin brother are all possible. I have this headcanon that Roger found Shanks at God Valley. He potentially found where they were creating artificial humans, which Rocks was trying to steal or gain access to, and which Roger and Garp worked together to destroy by defeating Xebec. That explains Saturn’s presence there at the time. Shanks and his brother were perhaps found there and Roger was able to escape with one of the babies and Garp with the other.
