Loki can be killed now by any of the holy knights, look at the damn position he is in, simply because he was shot by Shanks 6 years ago and since then he has been paying for his sins for being too weak to win. LOL
Kaidou refused to become a government dog as a child when the Navy tried to recruit him, so why would they insist on it?(It was being used as a political tool)
