The fight is most likely going to happen.

Oda might not do Luffy vs Shanks, which is why he created Evil Shanks in order to have Luffy fight "Shanks" without actually fighting the real Shanks.

Or the fight isn't a full battle and Shamrock is forced to leave Elbaf, allowing either Shanks himself or maybe even Sabo to fight him in the future.

There frankly just aren’t too many characters who are a serious threat to Luffy.

I think Garling should be the arc villain. We know Luffy can’t bypass immortality so we know this will surely be an extreme diff fight.
