"Luffy saying Roger Pirates are Shanks' family"
Not sure about the context, but I'm assuming Luffy said this due to hearing about Shamrock being Shanks' celestial dragon twin brother ?
In some sense, Shanks' story is a bit similar to Ace's. He had a real dad(Garling like Roger was for Ace), but ended up growing and adopting another family(Roger's like Whitebeard for Ace) as his family.
No wonder Shanks could relate to Ace so much then. And Shamrock is basically how Shanks would have grown if he stayed as a Figarland instead of growing in the Roger pirate crew

There's actually more build up to Gaban than to Rayleigh prior his introduction in Sabaody.
-Rayleigh only appeared in 1 Buggy flashback (same as Gaban) before his introduction
-Meanwhile Gaban appeared in Buggy's flashback, in strong world chapter, in Oden's flashback, in cover story AND a mystery figure in Elbaf.
There's actually more build up to Gaban than to Rayleigh prior his introduction in Sabaody.
-Rayleigh only appeared in 1 Buggy flashback (same as Gaban) before his introduction
-Meanwhile Gaban appeared in Buggy's flashback, in strong world chapter, in Oden's flashback, in cover story AND a mystery figure in Elbaf.
He already appears in flashback, but he left little to no impression to have any build-up
Rayleigh and other old legends, are directly introduced b4 appearing in flashback that much, some have pre-hype statement like WB.
And Gaban?? Dude has his name revealed in SBS, and appears in Roger flashback along with every othe Roger crewmember
Most standard fan doesn't even know him despite already seen him in somewhere they couldn't recall, unless they dive deep into the community.
We all know the main reason that push the whole Gaban theory is nothing but agenda to counter Z fandom and some power scaling shit which I don't even know it will deliver anything they hoped for. People without any agenda has really no reason to believe Gaban would have purpose in this story especially at this LATE. But it is what it is.....
