It makes sense for gaban. He needed to be strong enough to beat either bm or shiki at God valley. Sanji at eos when the sh's have to fight the marines and the world government is likely going to fight a admiral and/or a gorosei for his last fights. Sanji will be 1 of the strongest around eos.
