It makes sense for gaban. He needed to be strong enough to beat either bm or shiki at God valley. He also was always highlighted with Rayleigh and Roger as the clear number 3 with nobody close to him after that. Sanji at eos when the sh's have to fight the marines and the world government is likely going to fight a admiral and/or a gorosei for his last fights. Sanji will be 1 of the strongest around eos.

In terms of agenda pushing no this only for future sanji this doesn't erase current and past sanji. Likely at eos it's going to be like at the end of pre time skip where sanji was on zoro and luffys level just clearly under them.

It doesn't "necessarily" mean strength meaning the possibility of it being related to strength/status isn't ruled out. That's why context matters

And in this case, both before and after, they were praising Gaban's strength and popularity so it makes sense this kanji is being used to talk about strength/status. Use some critical thinking while applying context rather than taking a few japanese phrases out of context and finding posts of completely different context
