Kizaru himself is capable of keeping every top tier 100 % focused on him. We saw at rooftop that even established top tiers like Kaido or Big Mom cant keep track on 2 opponents at same time , plenty manga situations that confirm this.

With some good battle IQ and with his clones that wield light saber he is nigh unbeatable . While Kizaru himself engages the enemy nothing stops his clones from going behind stabbing someones heart or cutting his neck. Or while enemy is dealing with his clones real Kizaru snipes him into head with his laser. Only plot restricts him from doing so.

You're right that Zoro isn't aiming to surpass Rayleigh, he's aiming to surpass Mihawk, who is the strongest swordsman to have appeared in the series, thus above Rayleigh, Roger and Gaban.

However, don't disrespect Rayleigh. Rayleigh was carried by his reputation... that he built up with actual strength before he became an old man. Otherwise Garp and other characters that knew him in his youth wouldn't respect him like that. And this includes Blackbeard himself, the man that ran away from his reputation, knew him from his prime.
